Irv Schiffman

Irv has a law degree from New York University and a Ph.D. from the University of California, Davis. He is retired from California State University, Chico where he taught political science, planning law, and planning and environmental administration. He has researched planning and environmental issues in the United States and Israel and is the author of Alternative Techniques for Managing Smart Growth (UC Berkeley, Institute of Governmental Studies). He is a former chair of the City of Chico Planning Commission and of its Architectural Review Board.

Irv has served on the River Partners Board of Directors since 2002, and has been Chair since 2005.
